Title V - Ensuring Disclosure Data is Publicly Available in Real Time and Available for Re-Use

Summary:

For the public to have meaningful access to information about independent expenditures and electioneering communications, information must be available in real-­time and online, in a format that allows for re-­use of the information. All entities that file reports under this act must be provided with unique identifiers assigned by the Commission and those identifiers must be used with each report filed.

Sec. 501. Public Availability

Notwithstanding any other provision of this Act, the Commission shall ensure that information required to be disclosed under this sub-­‐ section is publicly available through the Commission website no later than 24 hours after receipt in a manner that is searchable, sortable, downloadable in bulk and machine readable. The Commission shall assign, and make publicly available unique identifiers for each person (including political committees) filing with the Commission under this section, as well as all candidates and registered political parties to which the expenditures pertain. Each report filed under this Act will include the unique identifier as provided by the Commission.
